PA’s DEP can’t count wells, but they are confident wells don’t leak

Pennsylvania’s Department of Environmental Protection lacks records on 495 wells that are producing or ready to produce gas. If DEP can’t count wells, how can DEP regulate wells, measure impact, or collect tax revenues?  DEP’s Marcellus Shale drilling numbers do not add up.
